The Ministry of Education has recently directed the nationalised colleges to pay the teachers and employees salaries and allowances at the basic rate, who have not been included in the revenue, as per the conditions from the permanent and temporary funds of the college.

According to the ministry's directive, tuition fees are not being collected from students due to the ongoing coronavirus pandemic. Therefore, it is not possible to pay the salaries of NMPO teachers and staff of the newly government colleges. Due to insufficient funds, the institution has its own FDR in cash and in case of application for payment of salaries of college teachers and staff, permission is given to cash FDR for payment of basic salary from the college fund in case of emergency.

Under certain conditions, in the new government colleges, in order to facilitate the payment of salaries to non-MPO teachers-staff, permission has been given to use general funds and cash FDR if required.

These conditions are:

1. Arrangements have to be made to pay for this from the general funds of government colleges. Only if there is no accumulation of money in the general crisis, money can be withdrawn from the fixed fund.

2. This money can be used to pay the basic salary of non-MPO teachers-staff who are not getting salary from the college due to lack of funds from April to November 2020 for a total of six months only.

3. The basic salary of the teachers and staff will be fixed as per the decision of the College Governing Body taken shortly before the issuance of recruitment ban.

4. In case of withdrawal of more funds, the funds given to the teachers and staff will have to be adjusted after completion of the final government process in the future, for which a written certification has to be given to the college authorities.
