Shishir promised to free the DIA from corruption and establish transparency in fresh appointment immediate after his appointment of the department. But some DIA corrupt officials have allegedly started conspiracy under the leadership of Kaisar against Shishir to oust him from the department so that they could establish their supremacy. Professor Shishir, known for his active involvement in anti-discrimination movements, was recommended for the position of Director General of the Directorate of Secondary and Higher Education by the outgoing Education Secretary, Solaiman Khan due to Shishir’s significant contributions to the movement and his exemplary track record in combating corruption. However, following Khan's transfer to the Ministry of Planning, the proposal was never submitted. On August 24, 2024, Dr. Sheikh Abdur Rashid, the then-Education Secretary, appointed Professor Kazi Kaiyum Shishir as the Director of the Directorate of Inspection and Audit. This appointment was based on his 15 years of distinguished service, during which he successfully tackled corruption and mismanagement in educational institutions, including recruitment irregularities and financial misconduct. When contacted Abual Kaisar, he didn’t make any comment on the matter rather he invites this correspondent to his office and disconnect the cell phone. However, Professor Kazi Kaiyum Shishir said that he astonished to see the allegations that brought against him just after 63 days of taking the charge of the office.  “I was tortured in the last over 15 years by the immediate past fascist Awami League government,” he said. Upon assuming office, Shishir implemented a bold reform to curb corruption within the DIA. He ordered that officials submit their reports within a strict 20-day timeline. Prior to this, inspectors at the DIA had been allowed to delay investigations for months, often accepting bribes from schools and colleges in return for keeping files open. The new policy drastically reduced corruption and improved the transparency of the DIA's operations. However, the changes did not sit well with some corrupt officials. Soon after Shishir’s appointment, a plot emerged to remove him from his position. A Joint Secretary-level officer from the Ministry of Education, in collusion with a Deputy Director from the DIA, allegedly orchestrated a transfer plan to oust Shishir. The plot included sending an anonymous letter to both the Anti-Corruption Commission (ACC) and the Ministry of Education on Shishir’s 19th working day, seeking an investigation into him. Despite previous investigations that had cleared Shishir of any wrongdoing, this new complaint led to the initiation of an inquiry. This anonymous letter raised no valid concerns about Shishir’s conduct or any corruption within the Ministry of Education. The allegations were not accepted, as they lacked evidence or substantial merit. Despite this, the Joint Secretary pushed the matter further, reportedly spreading false rumors that various agencies had unfavorable reports about Shishir, despite his longstanding reputation as an advocate for anti-discrimination and transparency. The High Court stayed the transfer, but the Ministry of Education attempted to challenge the decision unlawfully. The Education Secretary's actions were criticized for undermining the authority of the Education Adviser. Meanwhile, Shishir continued to face harassment from Joint Director Md. Abual Kaisar, who was accused of misconduct and illegal actions, including threatening officials and appropriating official property. Despite complaints, Kaisar remains in his position, raising concerns about accountability and governance within the Ministry of Education. In a letter addressed to the Ministry of Education, the Director of the DIA has requested action against Kaisar’s misconduct, urging the Ministry to address his unlawful actions.
