District Agriculture Extension Directorate Panchagarh is working on construction of display related to agriculture by emphasizing the claim of the victim on his personally owned land. The victim, Md. Islamul Kalam, said that Md. Ashraf Hussain Sultan bought 0.0332 acres of land from the registered owner at plot No. 568 and is occupying it. In this situation, I bought 0.0101 acres of land twice from Md. Ashraf Hussain Sultan and I have been occupying it for a long time and I have taken a loan of 15 lakhs from Panchagarh Sonali Bank on this land. But behind my land is the district office of the Directorate of Agricultural Extension.

Present District Agriculture Officer Md Riaz Uddin Deputy Director District Agriculture Extension Directorate Panchagarh and Md Sakhawat Hossain Additional Deputy Director District Agriculture Extension Directorate Panchagarh are making a deep conspiracy to evict me from the land in a completely illegal manner.

Earlier, when there was a dispute with the former district agriculture officers regarding this land, both the parties complained to the office of the District Commissioner of Panchagarh along with the landowner.

Pursuant to their complaint, LA Branch, Panchagarh Collector, Panchagarh File No. -/ Document No. 4-12/2007, issued an order regarding Agricultural Extension Office land that the said land is adjoining the road outside the walls of the Agricultural Office. And since the said land was purchased by Mr. Md. Ashraf Hossain Sultan, the said land can be acquired through acquisition, he gave an order dated 21-5-2017. After that, on 12-12-2010, the district agricultural extension office again complained to the district commissioner against the land donor, and the district commissioner accepted the complaint regarding the seizure of land property on the basis of the investigation report formed for monitoring the investigation activities on 03-01-2011. Ordered on date, Md. Ashraf Hussain Sultan, Father Siraj Uddin Ahmed, Sang- Kayetpara, Panchgarh. He was 4546 on 18-07-2000.The Deputy Commissioner requested the Deputy Director, Directorate of Agricultural Extension, Panchagarh to take necessary measures for acquisition of 0.0332 acres of land of 568 dags at Panchagarh Mauzar/22 RS Dag of Sadar Upazila. After that, the Directorate of Agricultural Extension again brought the same complaint to the District Commissioner without paying any attention to the previous matter. In view of this complaint, the District Commissioner issued the same order.

The victim also complained that some dishonest officials and employees of the Department of Agriculture are planning to evict my business from here due to greed. Even if I go to do business here, they have to pay a huge amount of money, otherwise they will sue me and kill me, they are threatening me through various means. In such a situation, for the security of my business and land, I apply to the District Commissioner to determine the boundaries of my land with the Department of Land and Agricultural Extension.In view of the said application, the district administration issued an order to the upazila land officer to determine the boundaries. But before the upazila land officer determined the boundaries of the land, they pre-planned on 17-07-2022 at approximately 10 am on my usufructuary land.Taking advantage of this opportunity, the agricultural officials and employees completely illegally disobeyed several orders and suggestions of the District Commissioner and constructed a wall with two large iron poles inside my land.

My land was confiscated by agricultural officials and employees. They expressed through various persons that if I had paid them a large amount of money, I would not have faced such problems. In such a situation, to verify the authenticity of the complaint of Md. Islamul Kalam, copies of the order and advice given by the Deputy Commissioner were collected and it was seen that the investigation of every complaint from the office of the Deputy Commissioner. And after the hearing of both parties, advice/instructions were given to the District Agriculture Extension Directorate to acquire that land. The truth of Md Islamul Kalam's complaint has been found.

It is revealed that when talking to Officers-in-charge of Sadar Thana Police Abdul Latif Mia, Sadar Upazila Land Officer, Surveyor Roads and Township Directorate Panchagarh, Surveyor Land Acquisition Branch, District Commissioner's Office Panchagarh, almost similar views were obtained from all. Surveyor Md Ilyas Ahmed Roads and Township Directorate Panchagarh said that our road is close to 100 feet but the road in front of the Agricultural Extension Office is about 60 feet.According to Hal Khatian No. 16, 7.94 per cent in 564 dag, 3.12 per cent in dag no. 565, 5.69 per cent in dag no. 566, of land, road and township department. Adjacent spots No. 568, 567, 569, 570, 576 are not recorded. As per SA Map, Mauja Panchagarh Jail No-22 Seat No-2, Dag No.511,510,515,509 is not included in Roads and Township Division. In this regard, Panchagarh Sadar Police Officers-in-charge Md. Abdul Latif Mia said, Additional Deputy Director (PP) of Agriculture Extension Department Panchagarh Shah Mohammad Sakhawat Hossain as plaintiff, Md. Islamul Kalam (45), Md. Ashraful Hussain Sultan (52), Md. Shahin Hussain (40) has submitted a written complaint against four-five unidentified people for vandalizing the wall of the government office and misbehaving with the employees and officials working there. Based on his complaint, Md Islamul Kalam was arrested and sent to court. Since the matter is related to land, Islamul Haq can recover his land by filing a case in court.In this regard, Sadar Upazila Assistant Commissioner (Land) Narayan Chandra Barman, after looking at the copy of the land deed and the related documents of various orders and suggestions given by the District Commissioner's office, said that if the District Agriculture Extension Department needs this land, arrangements should be made according to the instructions or suggestions given by the District Administration.

If the land in front of the Department of Agricultural Extension is needed, it is best to resolve the problem by acquiring the land without getting into a dispute with the land owner. We do not understand why the Directorate of Agricultural Extension is creating problems one after another even after the same decision has been given by the Deputy Commissioner's office several times.In this regard, Md Shakhawat Hossain Additional Deputy Director District Agriculture Extension Directorate Panchagarh said that since the place is in front of our office, we are the owner of that place.We cannot work properly because of their words. If the owner of the land is the Agriculture Office, then why did you not prohibit it when the design or record was made or when they built the house on the land? In response to such a question, he said, I don't know why the previous officers did not prohibit it. But we will evict that workshop shop.In this regard, Md. Riaz Uddin, Deputy Director, District Agriculture Extension Directorate, Panchagarh said, they forcibly occupied the space in front of the office. Since they have been occupying your place for a long time, why did you not take legal action against them? He could not say anything reasonable in response to such a question. Even he does not know much about the previous advice and orders given by the District Commissioner's office. He prevented the publication of news about the matter in the media.

While talking to him, Md Shakhawat Hossain Additional Deputy Director District Agriculture Extension Directorate Panchagarh said that the case regarding the ownership of this land is ongoing.
